Because institutes and agencies are operated by people and people have different agendas and experiences. Diversity allows one to see or consider different perspectives and pick a course of action that suits their experiences and objectives. Certifying bodies have different views on the 5 W's, as they relate to project management, just like most businesses. Sample online PM job descriptions within one industry, and you will find there is a core set of requirements that are the same across most jobs, but it's not 100%. Expand your sample to multiple industries and that percentage decreases. Where a company is at in its business life cycle can also affect the type of project manager they are looking for.
I think that certifying bodies try to distill their offerings down to a common foundation, based on current practice and theory, but there are a lot of variables so they have to decide which are the most important and then, hopefully, evolve, over time, with the profession. Saving Changes...
