Defining a process to catalogue projects

Based on a cataloguing approach, what is the best way to ensure that there is a strictly defined way of documenting the rules book for engaging in projects? Is there any known methodology to guide this process?

If your company doesn't have a project management methodology yet I would recommend starting with PRINCE2. It gives you a good structure for your project and could be tailored to suit your needs. It is easy to understand, is teachable, and you could find many application examples on internet.

If you are particularly interested in creating a catalogue of projects you could look into the P3O methods from the OGC. This looks at creating and maintaining a portfolio (catalogue) of projects.
