JIRA is not a PPM tool, rather it is a work management tool. Having said that, a backlog can be as simple as a wall with a bunch of sticky notes - this can be simulated online using a tool such as Miro or Mural or even in an Excel spreadsheet.
If you need more functionality, then tools such as Trello or JIRA would be needed.

What do you mean with PPM tool? Project Management tool? If this is the definition then you have to go to the definition of Project Management. If you agree with PMI´s definition then you can use the tool that best fit for your current defined project management process. That´s the key.
