Thank you for the suggestion, I reviewed the MS forms solution; it seems to be missing a "smart" function that would lead the person completing the form into yes, no, or NA paths. I saw it has a branching feature so maybe that will work. Ultimately I'm envisioning a Q and A wizard that would guide the user through questions including explanations and in which they could save the information and continue later. Perhaps citizen developer is not the solution I am seeking and should engage someone to create a web tool? Any suggestions would be appreciated!
