I've not seen any statistical averages for implementing an ecommerce site, whether a consumer or b2b venue. Your posting did not address size and complexity issue, which can vary greatly from one site to another. I would suggest you purchase the book "Web Project Management" available on my website, read the book from cover to cover, and go through the define and redefine process several times with your senior development staff using an object oriented approach in that you'll need to view the proposed site in terms of components, and then, estimate each component in terms of size and complexity. Estimating is an art at best, so about 10% into the new project, I suggest you re-estimate based on your experience level, staff resurces, objectives, and so on.
