Can you please provide some more information - such as which tools you're using?
If you're planning and tracking using Microsoft Project then the Resource Usage view will show you planned and actual work (and therefore variation) for all resources for a single project (or multiple projects if you're sharing a resource pool).
If you're looking for trends then (again assuming you're using Microsoft Project) you should export the resource usage data to Excel and do some crunching there.

As a wild guess, I assume that this is a matrixed organization question. There is a simple answer to the question posed, but it will probably not address the larger issue.
To provide the resource utilization showing how staff are allocated across projects is to ask them to provide a weekly status report on how their time is allocated. A slightly more automated way is to incorporate charge numbers in a time accounting system and have people charge their time to the appropriate number. Running a weekly report against time codes provides an answer to the resource allocation question.
More often than not, the underlying issue is that in a matrix organization, the resource provider often has a different perception of staff allocation than project managers or other resource users. It is not uncommon to the resource provider state that "Al is 100% dedicated to the project" and the project manager state that "Al has 50% of his time taken up by other activities."
If the resource utilization encourages a discussion between the resource provider and resource user on how time is actually being spent, then it is a worthwhile effort. If it only serves to further the divide between the two, then it is best not done. Saving Changes...

The matix can be prepared by listing all the resources on your project on side of excel.The other side has the list of all the projects and no of hours that resource is used for that project for that month .

If you're using Microsoft Project and you're doing all the resource assignments through the tool, it provides great reports.
As an example, a simple view of the resource usage can be found In the Task or Resource tab, click Resource Usage in the View dropdown menu.
