How important is 'Project Quality Management' to skill development vs. 'Project Cost Management'?

The reason because we are running is to create solutions and solutions must address what the stakeholders needs and it is able for their use. That is quality, so quality is a must. Project quality is across all project knowledge area. So, you have to implement quality when implement process related to project cost for example.

Neither is important to skill development. Both are important to delivering successful projects - neither is more or less important than the other, but their relative importance will vary by project...

I agree with Kiron, one or other Project Management Knowledge Area can't be considered more important to skill development, but would be considered more relevant for a specific project according to project approach, orientation, and business objectives.

Quality is often defined in terms of conformance to requirements. If the requirements are defined to include costs then one cannot separate costs from quality.

Thank you for all your current replies. In recapping the question, it was written in the vein of being generic or poorly worded. I appreciate the comments it has gotten anyway and find it all to be very useful.
