There was a Oracle Primevera technology for programs. It seems that many PM's in PMI use it. Would this really be best in comparison to Microsoft Project and Portfolio Management? Is there anything better? My plan is to have a technology that allows for ease of use, allows for integration between the host organization/business and such as human resources other companies? I use both Primavera and Ms Project for construction scheduling, I like Primavera for providing more reports specially on EVM side.

I thank you for the insight regarding the application and use. That now generates a discussion with my team regarding the value placed on the other reports that we can possibly benefit from.
PM tools are always tied to the information requirements of your stakeholders and the consistency you have in the processes you wish automated.
Primavera (pre & post-Oracle purchase) is a fairly high-end schedule and cost management solution which is commonly used in the engineering & construction management domain but it might be overkill for your needs or might be missing critical components to be of value.

Primavera is a good and complete solution, but also take in account the approach of the project. There are many other Project Management Software Tools that would fit your needs.
For example, for cascade projects, you can use MS Project.
For hybrid projects, a good option is Planview.
For agile/adaptative projects, Trello or Jira are the best choices.
Also, for agile approach, there is a newfangled project monitoring solution that combines agile with global indicators. Every team member can be included in a Trello dashboard, to update the state of his respective tasks. Then, the information is translated into a global indicators panel, that can be shared with management supervisors. I thank you immensely for the explanation and information regarding alternative options. You've even provided a consideration regarding the access on project updates. That's helpful as it may be a consideration for the purpose of accountability and timing of iteration completion.
Primavera does have outstanding capabilities, but agree it is too much for many situations.
If one of your goals is "ease of use", I would pick something else. As an enterprise level tool with a very high licensing fee, it's intended more for dedicated users than widespread office use.
Where I've used it, I roughed out my schedule on simpler programs, and handed it to my P6 scheduling specialist who did their magic. It is analogous to an engineer handing their rough drawings off to a CADCAM expert to work the details.

Generally speaking, it depends on your own circumstances.
I would say Primavera provides more whereas MSP is more convenient. As long as it provides what I need, I will go with MSP.
