There was a Oracle Primevera technology for programs. It seems that many PM's in PMI use it. Would this really be best in comparison to Microsoft Project and Portfolio Management? Is there anything better? My plan is to have a technology that allows for ease of use, allows for integration between the host organization/business and such as human resources other companies?

There are tons of tools around, I think that the best is that you understand your process and the dependencies between departments and that will give an idea about your needs.

Remember that a tool will not solve your process issues (if any)

IFor construction projects MS project is user friendly and hence I find it more apt than Primevera.

P6 is actually easier to learn and use compared to MS Project (I actually had a co-op student this past summer that confirmed this). If if cost is an issue, MS Project license is less expensive than P6.
