Criteria for using Initiatives vs Projects in Jira?

Our PMO is trying to provide clearer criteria for when an effort should be created as an Initiative (with Epics and Stories spanning multiple Projects) or as its own Project. Generally speaking but also specifically speaking to Jira setup.

Any guidance would be appreciated.

The two examples I've seen of this are:

1. Use an Initiative to capture the overall roadmap for a product with each project representing a distinct set of releases.

2. Use an Initiative to represent a program with each project representing one of the components of that program.

Projects have not sense for itself. Projects are started because an initiative. This is the big change of mind and behavior to be successful mainly when using agile approach. But is not new. So, always use initiatives, my humble recommendation.
