Project Assessment Quantification

Toward continuous learning, in conducting a typical project debrief (a post-implementation review or postmortum) I usually have team members identify anonymously (by specific phase of the project: Specific strengths, Improvement Opportunities and Recommendations that I summarize in a final report. I would like to be able to quantify the benefits of having conducted the project debrief. What suggestions does anyone have to demonstrte the value added of doing project debriefs?

I am a Director in the Office of the Premier of the Free State Province in South Africa; responsible for Organizational Development and Human Resource Management. I have assessed project reviews and develped a tool kit to quantify the assessments of projects. The purpose was to design a Web Based Post Project Review Tool Kit. The tool can be used during the Project where results will guide the project. It is however best used at the end of a project to evaluate project failure / success. The Tool has 375 items to look for and determine process and intergration matters. The tool is available on request.
I would be very interested in reviewing this tool.
