The two are quite different. A digital transformation is a full fledged change of a company's strategy, market positioning, offerings, delivery and operational processes, structures and technologies whereas citizen development is empowering and enabling non-software developers to easily build and deploy solutions to solve business problems while remaining aligned with governance objectives. It is possible that the latter might be one initiative within an overall digital transformation program, but one doesn't imply another. Kiron
