IE: I budgeted x amount for labor and a specific contractor is projected to cost X amount. also which apps. Also which apps for project management, estimating, employee time tracking, and inventory. We still use physical work orders on site to track inventory, hours, etc. Everyone on site uploads a copy onto Microsoft Teams. If I need to diligently track hours I utilize Excel to track where projects currently are. Simple and effective.
The bottleneck for us has always been how the teams on site respond to new apps and digital adaptations of things. I'm sure there are great apps that do it all, but if you're not a massive company it might not be worth the cost to have a lot of subscriptions. It could be easier to just keep it simple and make sure to make it a habit to stay on top of things. Saving Changes...

Tracking is easy, set p a cost management system based on the Work Breakdown Structure (WBS). Code your timesheets and purchases accordingly, train and motivate your staff and you're off to the races. If you want to compare actual to planned over time you can generate an S-Curve for each task as well as cumulative.
Earned value is another matter. You have to have a process to measure and record progress in terms of what has been achieved and then compare to planned and effort applied. I have use two methods for measuring progress: 1) on a percent complete basis (10, 25, 50, 75, 90%) or 2) by actual unit count. Keep in mind this has to be independent of the planned progress and effort applied.
I believe one can do this with Microsoft Project but not sure Project can interface with cost management accounting. May require manual data input. Saving Changes...
If you are having a Project management system; At the beginning of the Project your developing the cost baseline which included the man hours cost distribution over time, after that you need to do the monitoring and controlling as follow : 1- Compare the Man hours cost posted every month and compare it with your projection beginning of month 2- calculate the new Estimate to complete hours based on remaining work 3-Check that EAC Hours is les than or equal the BAC hours ; If it is exceeding try to find solution with stakeholders to reduce some activities man hours.
