What aspects should you take into consideration to start a project?

What minimum aspects should you take into consideration to start a project?
Vision?
Team?
What methodology to use (predictive, agile, etc.)?

Their is steps as per PMI Initiation Process group ; I advise as follow :
1-First Contract review and management approval need to be secured
2- Contract acknowledgement to customer
3-Creating Project Folder
4-Sending Invitation for Project Internal Kick off meeting
5-After completion an External Kick off meeting with customer need to be done
6- After that you need to proceed with planning
The more I see this website link on every post, the more I consider it inappropriate advertising spam for a private consulting business.
