The criteria i think is the same across all industries but the milestones may be different. You will have to set up Governance to measure plan vs actual in timeplan, financial, risk, procurement, quality, etc.

Not sure if it is specific to the industry like manufacturing.

A program manager can be measured how well the program delivers on expected benefits (each should be represented by KPIs), how well the program adapts to changes in strategy, how well all components (projects and operations) are integrated and how stakeholders are engaged to be supportive of the program.
Those are domains in the PMI Program mgmt standard.

In other words, integration and aligned communication are key, and it needs trust and delegation towards project managers.

In addition to the above comments, in my opinion, The Standard for Program Management (4th Edition) can help a lot.

In the theme of Software Tools, Planview is a good option to manage Projects, Programs, and portfolios.

I would add that in addition to program specific KPIs, the PMs should also be evaluated on personal competencies.

If you only consider the project outcomes, then highly skilled PMs given difficult problems may be penalized on the scoring compared to those handed easy situations where success is more certain. Not everything is within the control of the PM, especially at the point they are assigned a project. Do not punish people for taking on the difficult assignments.

Other factors are also important such as communication, problem solving skills, technical knowledge, ethics, and teaming. Considering those as well, the project outcomes may be considered along with the contribution required by the PMs to achieve the outcome
