Ideally where PMO should be positioned in the Management Reporting Structure

This is a frequent topic for discussion :-)

I always say that an Enterprise PMO should report up to C-Level executives, ideally within the business, not in IT. So the Chief Operating Officer for an example.

A divisional PMO should report to the Divisional Head.

Should the head of PMO be a C- suite exec?

In my opinion, the C-suite executive is too far removed to actually be the head of the PMO. Ideally the PMO Director will report to the C-suite executive, the COO as suggested by Martyn.

If most projects are to be outsourced, are there any standards on where Project Managers for outsourced projects should be placed? Can they be part of the PMO?
