I agree with Julie that it is kind of catch-22. In fact, the same applies to other jobs as well. For example, you can't get into banking industry unless you already have years experience in banking.
This is one on the reasons why many people end up in this career 'accidentally' through participating or leading some small projects in the organization. Not many organizations are willing to put in a career path to groom project management trainees. Saving Changes...
