Is there a tool available to generate the Diamond NTCP diagram?

You might be able to get Excel to simulate it with a radar diagram.

Excel is a good tool.

I played around with excel and their radar plot charts don't work well for this since the data ranges are numeric and I couldn't figure out a way to edit them to text w/o getting into some programing. Scatter plots could be used to simulate a radar plot.

Unless you have better data visualization software, and need to have the chart automatically update, I'd draw a picture using PowerPoint myself. There are lots of specialized software programs typically used for more rigorous data visualization, but if you don't need fancy or frequent updates, I wouldn't use an expensive application to solve an inexpensive problem.
