I have done all this and still have no success. Everytime I apply, there is someone that has "a little" more management experience. My problem is I have done the management job but without the title. Why does the title matter? If you have done the job, you've done the job, whether you were called Chief Executive, or just plain "Team Member". If you have a good relationship with the person who was your manager at the time, you could ask them if you could use the title 'Acting Manager' or similar to get across the fact that you were in a more responsible role.
You could also include a section on your resume called Key Skills and list your management experience under that. That way it isn't tied to a particular role, it's just a general statement about your abilities as a manager. Saving Changes...
Sometimes you have to apply for a lower job so you get a "foot in the door" of a company and then get promoted to the job you actually want.
