In any project ,scheduling involves detailed working out of time line for all activities. In construction projects possession /handing over of site is a critical component around which the design and a procurement actions fully depends upon.

It is difficult for a planner to consider appropriate time line based on the assumption/ lead regarding availability of site for a project execution .

Most of the projects procurement actions are to be initiated well in advance with a lead time of 60-90 days and more for big projects . The award process involves various activities before finalising.

To avoid time and cost over run site shall be available for handing over to agency once the award is placed .

In most of the cases due to difficulties in acquiring land for projects , delaying the availability of site for execution .

How to cover this risk factors to avoid time and cost overrun due to this factor ?

1. Start initial design and layout based on initial inputs available.

2. Procurement action ; Following clauses are generally incorporated to cover the risk .
- Bid validity period
- Price escalation clause

In addition it is preferable to introduce a clause that any idling of resources will be compensated for delay in handing over of site.

What are all the other risks aspects one can consider which can be mitigated to address delay in handing over of site for execution once the agency is awarded the work.

I have no experience with construction itself, but as to contracting and supply chain, I ran into the questions you ask. Planning, sensing (changes to the environment), establishing relations and checking if assumptions still hold true on an ongoing base may help.

Manavasi, I'm trying to understand your question better. Are you saying that you are trying to coordinate 1) purchasing land for a site with 2) hiring a construction contractor to install or build something, and 3) procuring any necessary materials (like a transformer)? And that the difficulty is in the unknown amount of time the land sale/transfer will go through?

Yes. This unknown factor resulting into cost and time over run .In addition it will also delay in award and fixing time line for other activities.

How to mitigate cost and time impact due to delay in getting site in planning , procurement and subsequently at execution stage ?
