Motor vehicle regulations in general is fairly broad as it includes design, manufacture, and operation.
I would suggest starting with federal DOT processes for rule-making. I'm not familiar with them with respect to ground transportation, but the FAA is also part of the DOT and they have documented processes which are likely quite similar.
