have not seen a petroleum tank project yet, but what you ask for is widely known procurement process. I would add a third stage which is construction project which ends with handover to operations of the tank (and probably ends any contract you awarded for construction).
I agree with Stephane that PMBoK ed6 has knowledge area for procurement which nicely lays out the complex subject.
Just to give some hints:
1. pre-tender - you made a buy decision and have to prepare the scope or statement of work you want to procure, have a list of potential vendors, maybe issue RfIs to gain market information, maybe hire consultants to help you with the process. Your selection criteria should be defined. In which format do you expect the proposals and which commercial terms do you want to check. Finally you issue RfPs to the selected vendors and maybe do bid conferences or offer to answer questions (the answers should be shared with all vendors)
2. pre-contract - you received some proposals, you screen and judge them by your selection criteria. You might check references, maybe have site visits, and downselect to 2 vendors which which you start negotiations (2 to keep up pressure and have an alternative). You negotiate and this is a fulltime job for a negotiator. Finally you sign a contract with a statement of work which might differ from the one you developed in 1.
3. you charter the construction project and setup a retained project organization to monitor your vendor, provide your own responsibility and make payments and document claims. The scope should include preparing the operations organization to take over responsibility at handover (incl staffing, processes, training, etc). Claims are cleared, the remaining ones become operational debts.
4. you operate the tank, the warranty, guarantee obligations have to be checked, maintenance to be setup.

A. pre-tender including: 1) conceptual design 2) detailed design 3) tender documents including tendering process
B. Pre-contract: 4) tender 5) tender review 6) negotiation and contract award
C. Contract duration: 7) contract management, includes scope adjustments 8) quality assurance 9) commissioning
D. contract closure 10) deficiencies 11) payments 12) warrantees
E. operations
Some can be combined, some can be concurrent but all are specific tasks that should be considered. Saving Changes...
