There is nothing stopping you from joining non-local chapters. Please note that you might not get as much value if their events are not remote. I am a member of the Quebec chapter but can only attend the few events that are remote. I tend to participate more with the New Brunswick chapter. Saving Changes...
Nowadays, with the aid of technology, many events are performed in a remote manner, so, it's possible to be part of a chapter that is not located in your city or country. Saving Changes...
Other than how much you can afford, I'd say no. That might be an interesting achievement - join the most chapters :-)
I can see the benefits of joining 2 or 3 if they have complementary benefits for members, but any more than that is unlikely to be worth the expense.

I've only ever been a member of a single chapter so can't provide a qualified opinion. My recommendation would be to look at the chapters which won PMI awards over the past 2 years, and check their web sites for what they offer their members.
