can i join a community(chapter) that is not local?

i want to register as a pmi member but also wnat to be part of a no local chapter. this because i want be volunteer and practise my enghish level

I've only ever been a member of a single chapter so can't provide a qualified opinion. My recommendation would be to look at the chapters which won PMI awards over the past 2 years, and check their web sites for what they offer their members.

Yes you can be member of any chapter: I am member of PMI UAE, Germany and Bangladesh.
for the volunteer roles, it will depend if the chapter accepts and the role can be done virtually but there are many possibilities. good luck!

nope the limit is how many chapters' memberships you can pay
