In past, i have worked with CMMI level3 organization where the organization was trying to migrate but held back or resisted with X-gen leaders. why it is difficult for a Program manager or Portfolio manager to make a request to revise the policies?
Even though the delta/difference is managed through a team charter for respective projects, People in the organization should simplify the governance based on feedback from the Portfolio\Program management office. Saving Changes...

The organization was trying to migrate to what, Denathayalan? Level 4? If so, we're talking about an important focus on processes. Perhaps, it's to the detriment of people?
Why do you think the resistance was only by gen-Xers? Usually, resistance crosses generational labels.
People don't want to be told by a PfMO, a PgMO, or whoever what to do. They want to be involved in the discussions and the work.

Streamlining discussions, drafting MOM with action plan and monitoring & controlling these action plan are more challenging. I try to persuade Y Gen & Z Gen people are having agility mindset than X gen.

People don't want to be told by a PfMO, a PgMO, or whoever what to do. They want to be involved in the discussions and the work.

As leaders, it is important that we adapt our style to match what the target person. If the older people, to not call them gen-Xers, are not responding then it behooves you to adapt your approach to appeal to them. What are they looking for that is different? What are the common goals, interests or requirements upon which you can build?
