Scope management for Web\App developement

In my last project, we were developing web & App for big data applications. we able to develop Requirements tracability matrix & WBS for backend requirement. But with reference to API or Frontend, we are not able to develop any frame work or too many uncontrolled changes.

any specific template or tool for such cases?

Here you can find an example of WBS for backend APIs. It includes a list of APIs, description, and estimated time to develop individual API.
