Balancing and Optimization - any real life examples or learnings?

During portfolio governance, i am quite inspired by some of the leader's ability on better balancing & optimization techniques; where they enable potential people with required deliverable and they just channelise it into main stream program/portfolio at right time. The tricky part was to keep the people engaged and connected with relevant elements till arbitration begins and handling risk with respect to a negative impact on the project.

have you come across change control board decisions with the influence of program/portfolio elements?
able to negotiate with portfolio managers to change\adapt the business cases which is input to the project charter?
