I have never heard of a role charter before, but if you used something like an RACI (Responsible, Accountable, Consulted, and Informed) matrix it could be approved by the sponsor or whoever has the decision making authority over all the roles and then it could perform the function of a charter.

A role charter sounds a lot like a job description for a particular role on a project team. I'd suggest just looking at standard job descriptions within your company and adapt one of those.

I have never heard of a Role Charter, too. But I would definitely use job descriptions and create an Organizational Breakdown Structure and a Resource Breakdown Structure.

I dug into this one a bit out of curiosity and saw the references are mostly regarding using the charter to define roles and responsibilities across organizations, rather than as a project specific charter.

That makes a lot of sense, especially after a reorganization or some major org. transformation. When merging or separating parts of an organization, questions of role clarity often arise and are very important to address. Otherwise you have actions and nobody is really clear as to who owns what, and confusion becomes the excuse for why things didn't get done.

I have never heard of a role charter, too. Anyway, I agree with Keith.

In my mind a charter means commitment by signatories to the charter - a formal agreement.

Following the same line as Keith, I would think that this involves defining and assigning project roles (could be by stakeholders or individuals) and getting sign-off by those assigned. Much like a RACI but with commitment via signatures. Not only does this make sure each party understands their specific role but also allows the entire team to understand each other's roles. That being the case the 'Role Charter' would have to have a monitoring and
enforcement mechanism to avoid finger pointing.
