In our case we have our own pre-assessment to defined about the method to use. But all our projects and programs run using Agile approach including it they are using waterfall life cycle.

Context counts, especially when it comes to deciding what approach to use within a given organization, so as Sergio says, while you could start with a generic profiling tool to determine approach, it is better to have something which "fits" the specific constraints and context of your organization.
