The project manager supporting by the program manager because the program manager has a boarder vision about the whole impacts. But the key is to be proactive, to anticipate the situations. To do that, you can call it risk and issues managment if you like. But it more than that.

Your question is somehow unclear to me. However, Sergio made a valid point.

It sounds like you want to focus on recovering troubled projects. Unless you have significant credibility in your industry and region, it might be difficult doing so as a solo practitioner, so you might consider looking for consulting PM firm in your area as they would most likely have a few clients at least running into issues with their projects.

Kiron,
I agreed, could you further reply, on how I will use the PMI platform, to search those agencies.

PMI's website might provide you a list of local Authorized Training Partners who might also be in the PM consulting domain but a better option would be to contact the board members of your closest PMI Chapter and see if they have such a list.

Can’t agree more with Kiron, very well said. As for using PMI platform, I am not sure it will be of much help in terms of what you specifically are looking for. It might give you some leads. You can use the PMI Job Board and see if you can find something.

I agree with Kiron: focusing on troubled projects is a niche industry. Because of your specific focus, your best approach will be through networking. You should be joining industry or business associations such as Chamber of Commerce so you can expand your contacts and make yourself known.

Remember the Golden Rule for networking: never ask your contact for work; ask your contact about others who might need your work.

Don't forget to ask your references to speak on your behalf.
