The first is there to be a real commitment from leadership on supporting it which means being willing to invest the effort over the life of a project and beyond in harvesting, curating and refreshing content.
It is also important to use multiple channels for sharing knowledge - communities of practice, easily searchable repositories and baking knowledge into SOPs and templates.
Finally, creating a safe environment for folks to share what they've learned - warts & all, is critical.

First there has to be a clear understanding as to why we wish to do this both at the senior management and work face level. Many in the project don't see the value in this effort (and it is an effort) - and that the effort should be applied to project delivery rather than what you refer to as 'managing project knowledge'. Especially true when the possible benefit is beyond the immediate project. Why should this project pay for tomorrows initiative?

saw it work when a focus is not on documenting but using/re-using knowledge. Once people see that stuff is used by others and get feedback, the motivation grows to create new knowledge. And it moves thinking from WHAT or HOW to WHY, which should start all change.
Doing so may start as simple as counting reads on knowledge items, providing for comments sections, doing a formal peer review.

Yes we do have a couple options I could possibly use. We have Confluence as well as Sharepoint. I’m not as familiar with confluence as I am with sharepoint.

I don't necessarily have a good answer to to this, but I will note that I'm working my way through this very problem on my current project. As I gather information and begin creating things like Mission Statements, Scope Statements, Quality Requirements, Constraint Documents, and even Design Solution ideas, and as the number of Stakeholders seems to grow every week, I'm scrambling to find a way to capture a "common" understanding of the project. Our organization has been using Atlassian products in recent years (primarily Jira), and Confluence is becoming a more popular tool some of us are using. I just took an informal intro course on Confluence and it seems like a reasonable solution, but I'll know more as the rubber continues to hit the road in the coming weeks....

Mark, Good luck! Would enjoy an update when you’ve had more time to work the issues. I have used sharepoint for PKM in the past. PKMs require leadership buy in. Without it, individuals are left to their own desires for its use. The computer savvy users vs the rest of the world result in a tool with partial perspectives and lots of gaps. The gaps can limit future usefulness. Lack of usefulness on future projects makes it harder to sell colleagues on its value…and the cycle continues.
