Regardless of the delivery approach, if you are setting up a PMO this has to start with a charter of some kind which will help to get shared commitment from all senior stakeholders on the purpose of the PMO, its level of authority and the service catalog provided in the near term.
That will help you to come up with an implementation plan.

First thing is to understand that something project management do not exists. What exists is project management performing using different approaches (Lean, Agile, etc), different life cycles (waterfall, iterative, incremental, iterative-incremental, etc), different methods/frameworks (V, Scrum, DA, etc) and different tools. If the organization understand that then it is taking the first step to success.
