During the past 3 years during the Sars-Cov-2 epidemic. Hospitals have been confronted with declining staff due to a variety of reasons. This has been a significant limitation on completing projects on time. During the infancy of creating a project charter and building a project team; WBS was difficult to create and manage. Are there others that work in the hospital environment experiencing this issue? If so, how did you resolve this conflict? And what are your approaches as a project manager when dealing with multiple projects and declining staff?

I am not part of the healthcare system and do not have healthcare experience. However, I think you should prioritize the projects and only run the ones you have enough resources for. You can also change the plan or plan the selected projects based on available resources which may be led to a longer project lifespan.

Abolfazl is correct: you have to manage the little projects you can given the resources available. Don't forget: practicioners (e.g., medical doctors) usually can't spare a lot of time so make sure you involve them judiciously.
