There is an organisation called GAPPS (Global Alliance for Project Performance Standards).
They are a not for profit organisation and offer documents (free download) on their website which address both project and programme complexity. They also have a LinkedIn page where you can ask the GAPPS board questions direct.
There members include Royal Dutch Shell, Rolls Royce and BP as a lot of their documentation/downloadable literature is aimed at the types of projects your asking about.
