If you want to keep it simple, accessible, and use free tools, One Note is a handy option. People can use whatever formats they choose, and One Note acts as the dashboard.

Depends on what you are looking for.

If you need a cradle-to-grave, all bells and whistles solution, then look at the top 2-3 products in Gartner's PPM tool magic quadrant research.

If you are not covering all aspects of portfolio management (for example, if the focus is more on supporting executive decision making) then a point solution might be a better fit.

From a strict ease of use perspective, Eclipse PPM by Upland Software would be worth looking at. It is good for small to mid-size companies and is extremely intuitive...

Planview is a good tool for organizing projects, programs, and portfolios; and also allows managing projects in both cascade and agile approaches, using Gantt charts and agile boards.
