Does anyone know if the PMI SIG groups still exist? I am trying to find the Outsource and Service SIG that was active in the past.

Unfortunately not - the SIGs went the way of the dodo quite a few years back. It is a shame as some of them were very good.

At this point, industry associations with a PM sub-community, Chapter-based SIGs or discussion groups such as those in this community are the only alternatives.

yes, SIGs were dissolved by PMI more than 10 years ago.
In the meantime IPMA has created some SIGs:
