I could be wrong, but I have noticed that apparently some countries do not seem to have access to Study Hall. There have been multiple posts on Reddit about people unable to access Study Hall due to geographical locks and asking if there's a way to circumvent them via a VPN. I'm wondering if perhaps this might be another case of that.
