Do you have everyone do development in a part-time capacity or do you have dedicated full-time developers?

It depends. If it is more of a grass roots initiative, it is bottoms up development in the organization, so more part time developing solutions to the daily work.

If it is more of a top down direction (management directed change), then you will have more people dedicated to the job role.

The advantages of citizen development lie in the business knowledge of the developer. If you become a full-time citizen developer, you are no longer a business person and your knowledge will quickly become useless.
