I agree with Kiron, execute some projects from end-to-end and use them as your "pilot". This will not only help you learn more about the company's current state through a project management adoption lense as well as allow you to develop a value proposition that you can communicate to senior leadership to help fund the PMO.
Some things you can consider to develop a baseline is stakeholder engagement/interest, project management principles adoption rate, internal NPS(Net Promoter Score, e.i. how likely are other departments going to promote or engage the PMO).
It is important to have this baseline so that overtime you can track how much value the PMO is bringing to the company. Saving Changes...
