I know that prerhaps I am not answer your question but both are two different things. Digital transformation is a very "bad term" using to describe a change in strategy to move the arquitecture to automated process saying this in the extreme. Citizen development is one tool or tactic that you can use to change or transform the application and technology layers inside the architecture to facilitate the whole organizational transformation. Because organizations are open and adaptable systems each thing you introduce or change will impact the whole architecture, no matter the layer you are modifying or transform. Saving Changes...

Citizen developer can be a (small) part of digital transformation in that it is concerned to bring more digital development capabilities to 'citizens', meaning ordinary and usually non-IT business people.
And CD is a marketing term, a hype, because this always has been the purpose of creating programming languages and techniques since the 1960s, to make them easier to learn and master and hence extend the number of people who can use them to create software. The ordinary citizen using facebook and whatsapp and google is already having some digital skills.
