Smaller projects don't necessarily get a formal charter. I will sometimes create one anyways when my projects span multiple business organizations so that I have written authorization from senior stakeholders. That makes it easier to elevate issues when someone from another organization doesn't think they have to support the plan.
While we might have standard templates for the big projects, they are often written to cover any number of situations so they include more than I need for the smaller jobs. In that case I find a simple template (usually online), and tailor it down to my needs to lean out the N/A sections. Saving Changes...
