How to handle with the sudden lack of resources durign the COVID epidemic?

Will you identify this is a risk and analysis this risk? But the government policy on isolation and sick leave has been changing, how can you reduce the risk of project delays?

The lack of resources is not a risk if your project is experiencing it but rather an issue. However, if you have the resources you currently need but are anticipating their might be reduction in those due to government policy changes, that would be a risk to be articulated, analyzed and responded to.
