Roles & Responsibilities of User Group

We're implementing a new software solution and a big risk is user engagement (long story - not going into it now!) Anyway, one key mitigation is the creation of an effective user group and processes through which they can implement changes/improvements to the system.

Can anyone guide me towards a statement of roles and responsibilities of an internal user group?

what you seem to need is a change control board / advisory board

Here are 2 example of a terms of reference and there are many others on the net.

You have to trade off the user engagement with the "i want everything" and the only way to do that is to have other representatives to provide a balanced view of the changes and impact on the delivery/solution/product.

Thanks Peter the change advsiory board TOR gives me most of what I need! The key to me is making sure any changes to the system are business driven
