Process creation in Project Management

What is the qualification required for process creation
What are all the reference books should I need to read to understand the process creation
Who is responsible for the process creation

I am not sure I do fully understand your question:

1) Process creation for what?
2) Qualification as in which member of the team?

1. Process creation for requirement management , cost management , schedule management .
2. I need to know is there any certification, which we need to learn for creating the process.

For creating process flow, there is no specific qualification required to my knowledge but do requires the following,

1. Current process implemented
2. Understanding of the process and analysis of the data to show where improvement is required
3. For every task that you undertake, a process is already established. A tracking mechanism either in SAP or modified version of system process flow and an IT support to facilitate the same
4. Change management process: Identified managers to handle the entire process to review and approve the change
5. Once change management process is fully approved, can be implemented

For creating process flow, there is no specific qualification required to my knowledge but do requires the following,

1. Current process implemented
2. Understanding of the process and analysis of the data to show where improvement is required

I think Manigandan question is regarding the process improvement contributions in PMI.

Process creation or improvement is everyone's job in the organization. And I Iike Sivasnkaran answers. However to further clarify you, there is no formal qualification for it. Usually, Director and above level who are experts in the particular field are the ones who will be conversant. The project managers work in collaboration with the directors and give inputs as to where there is confusion, clarity is necessary and places where processes can be improved or created. LIke what siva says, most processes are created for organization especially large ones, else your quality is questionable and quality audits (external) can write you up and it affects the organization Quality certifications.
Process are written in terms of flow chart or specifications. There is what is called as SWIM lane. This is a flow chart that is divided into vertical columns. Such flow diagrams can be uploaded in any ERP or SAP program. And usually manufacturing does have this uploaded , if not it won't pass Quality requirements.

I'm a process consultant and I wouldn't dream of creating a process like cost managment by myself. Absolutely no way.

It is critical to get input from identified key stakeholders who would use this process before you start designing anything. You need to understand scope, risk, and stakeholder management: PMP covers this.

The process team are the ones who (should) know what they need to get from a process. My role is to help them figure out how to do that in an efficient way: identify & tackle risks, how to ensure smooth process flow from one step to another. My neutrality in a process project helps in identifying dependencies on other teams or tasks, or possible risks.

I would rather focus on getting experience first to see if you have an aptitude for it. I would not get hung up on qualifitications right now if you're new to this. Read successful process case studies online.

Having said that, my PMP training helped me a lot, but I did other courses as well, such as Lean Six Sigma.
