There is no one single authority for either Kanban or DevOps. The latter is NOT a framework but a blanket term covering a number of different frameworks and concepts.

There are two main supporters of Kanban as applied to knowledge work - prokanban.org and David J. Anderson's School of Management (https://djaa.com/). While there is a strong overlap in these two bodies of knowledge, there are also a number of differences between their take on Kanban.
