PM Software to use for non-engineering project (e.g. resource tracking is not the priority)

I am looking for recommendations for a new company wide PM software.
It needs to be suitable for highly complex strategic projects (multiple diverse workstreams that I can still show the critical path across workstreams), but also usable for smaller, individual projects as well as engineering project (resource tracking ability)
And of course user-friendly and preferably web-based.

Any suggestions and/or Pro/Cons?
