Design Basis includes information on the project and explains the specific functions of a system, client expectations, and why the systems were selected and designed.
The Design Criteria usually only include a list of expected design parameters that should be met (i.e. the explicit goals that a project must achieve in order to be successful).
In terms of examples, I will give you one related to construction:
Design Criteria: "The project must meet sustainability requirements and building code 2023".
Design Basis: "The client expects the project to contribute to a greener planet'.
