I'd start off with Dale Carnegie's How to Win Friends and Influence People. I'd also suggest Greenleaf's Servant-Leadership and Daniel Pink's Drive. For negotiation, Getting to Yes, and Getting past No are two good options. And General Stanley McChrystal's Team of Teams is a really good overall book on the topic.

as the term power skills has only been introduced by PMI recently, taken from some classes at Stanford, you may look also for other terms describing this type of capabilities, which are not only skills but also attitudes, mindsets or more.
Other terms I would look for are

- leadership

A good book I read was Leadership 2.0 by Bradbury. And the Dale Carnegie book mentioned by Kiron is a classic.
Toastmasters offers a leadership pathways training and certification. PMI offers a course by CCL on leadership (ccl.org).
