"Seperation of Duties" for Project Portfolio Management

Hi there - does anyone have any good guidelines or models for seperation of duties within Project Portfolio Management (PPM)? I'm specifically interested in financial items such as cost approvals, cost tracking, plan/forecast setting, etc.
