I'm working as International Procurement Coordinator in Mexico, and I was wondering if is it possible to claim PDU's for attending a 180 hours language course(German), on-site (Germany). If so, how many PDUs could I claim?

You can claim 1 PDU for each hour related to project management. If the provider is not an ATP and the class is not specifically about project management, it becomes even more important to take notes so that you can demonstrate the the material was about project management, in the event of audit. Latha, just for more clarity, even if PDUs are from a source other than PMI, you still can claim PDUs as long as they relate to Project Management and qualify. PMI do not restrict you to earn PDUs from their resources only, they do have flexibility.
